“The city needs to come up with a real plan to embrace entertainment, and how it works for everybody,” says Thomas “Fat Thomi” Hairston, owner of X Records in Richmond. “You’ve got to figure out how entertainment can exist and work hand in hand with the city.”

The debate also has a decidedly racial tinge. The clubs targeted by the ordinance mostly cater to blacks, and proponents of cracking down on the clubs are largely white business owners and politicians. The debate, some say, is underscored by some old demons in a city that’s still racially divided.

City Council approved the new regulations for clubs on Sept. 13, but the mayor’s office didn’t make the permit forms available until Nov. 5, when it sent out about 400 letters to restaurants, nightclubs and other business owners notifying them of the deadline and the application process.

They only received the application form for the permit in the mail this week. The city says it will give them more time, but several night club owners say they are frustrated with the process.

Jesse Nicholson, general manager of Have a Nice Day Café, noted that no fight erupted inside the club, adding that recent fights have unfolded outside other nightclubs without attracting as much attention.

According to an update from Richmond police, one of the people arrested was 20-year-old Cortez Wright who was also charged with felony assault on a police officer, obstruction of justice, destruction of property and drunk in public. A Virginia State Trooper and Richmond Police officer were both injured.

The Richmond Police Department responded to a request for assistance to deal with a fight in the 00 block of South 18th Street at 12:28 a.m. Monday morning.

Richmond police Capt. Paul Kiniry confirmed that a fight occurred shortly after midnight and that Virginia State Police troopers were called to assist. There were no injuries, Kiniry said.

“Inside a club you might have 150, 200 people,” he said. “Outside on the streets you might have 1000 or 1500 people. So the problem that was being caused inside is really minimal when you compare to what could happen outside.”
