The Department of Planning and Development Review plans, protects and enhances the City’s built and natural environments in order to ensure a high quality of life for Richmond’s citizens, businesses, and visitors.

Agency Overview – Planning and Development Review is responsible for the City’s planning programs and building permitting and inspections. This includes oversight of current and long-range land use planning, historic preservation, affordable housing development and block grant administration, building/trade permit intake, review, and inspection, and property maintenance code compliance. The department manages a number of intra-agency initiatives, such as the Community Assisted Public Safety (CAPS) program and the Neighborhoods in Bloom (NIB) program.
