Highlights:

0:30	Council unanimously adopts unprecedented zoning waiver so that project will have many additional dwelling units, almost no parking, poorly configured parking. Some councilors say parking is a problem, some want a city parking study, but all vote for approval of project. Citizen says developer sits on city’s Economic Development Authority and contributed $1000 to district representative in 2004.
1:00	Council lifts moratorium on non-profits applications for tax exemption that may cost the city half a million dollars.
1:30	Another example of councilors disregarding Rules of Procedure.
2:10	Robertson and Jewell invoke racial issues.
2:20	Jewell out of control.
2:40	Jewell out of control again.Trammell thanks list of city employees for doing their job.
2:50	Hilbert refers to city being sovereign.
