The Richmond City Council voted Monday night to establish a separate department for Animal Care and Control and create a director position with a salary of up to $143,263, ending a nearly two-year debate over how the office should be administered….The director position will have a salary range of $90,786 to $143,263. The office is currently managed by Chuck Marchant, who holds the title of operations manager. Marchant is now being paid $58,567 to run Animal Control….

…lapsed agreement between the city and the Richmond Society for the Prevention of Cruelty to Animals….city officials made “no effort whatsoever” to respond to concerns the group had over a draft of the new agreement. The group took issue with a provision that suggested it supported making Animal Control its own department, when in fact the SPCA wanted it placed under the Police Department.

Supporters of Occupy Richmond set up an encampment next door to the mayor’s home on Tuesday, attracting a police presence and raising concerns among neighbors about safety.

 

Councilwoman Reva M. Trammell, whose 8th District includes the encampment, visited the settlement and criticized Jones, saying the concerned neighbors should blame the mayor for the encampment, not the protesters. She said Jones had brushed off the protesters.

After months of intense scrutiny, Richmond Mayor Dwight C. Jones kept his jail-construction plans on track Monday by narrowly winning a final endorsement from City Council.

“This city has a reputation for not being able to make a decision, for not being able to move forward,” Council President Kathy C. Graziano said. “This facility is a perfect example.”

Councilwoman Reva M. Trammell abstained, saying she still has questions.

For what it’s worth, the council asked the Richmond Metropolitan Authority to delay its decision on a plan to refinance and restructure its debts on the toll-road system.

The RMA board of directors approved the plan last week, but Councilman Douglas G. Conner Jr. pushed council to vote on its nonbinding resolution anyway.

(Richmond, Virginia) – “The Mayor has issued a press release praising the RMA’s Board decision to approve a debt refinancing scheme that will give the City of Richmond $62 million now, but will stall the transfer of ownership of the multi-million dollar Richmond Downtown Expressway from the RMA to the City for 30 years.

 

We are disappointed in Mayor Jones’ refusal to work with Richmond City Council or to fully answer questions on behalf of the Richmond citizens and taxpayers we represent. We believe this is an important issue and the people deserved for all options to have been explored.

 

Mayor Jones appointed many of the current RMA board members from Richmond and had the ability to ask them to hold off on this vote to show his willingness to work with Richmond City Council.

 

        Richmond City Council is the governing body of the City of Richmond and, as we move forward, we will be leading the conversation on when and how any money received from the RMA will be spent.  We look forward to the Mayor’s full cooperation.”

Dear Directors:

As you know, the City provided the Richmond Metropolitan Authority with a series of loans between 1975 and 1991, evidenced by various subordinated notes issued by the Authority and payable to the City, to fund various obligations of the Authority related to its system of limited access highways. Over the past several months, the Authority made it known to City officials that it is seeking a refinancing of all of its debt such that the Authority will be able to retire the subordinated notes.  Read the rest of this entry »
