The Richmond City Council voted Monday night to establish a separate department for Animal Care and Control and create a director position with a salary of up to $143,263, ending a nearly two-year debate over how the office should be administered….The director position will have a salary range of $90,786 to $143,263. The office is currently managed by Chuck Marchant, who holds the title of operations manager. Marchant is now being paid $58,567 to run Animal Control….
…lapsed agreement between the city and the Richmond Society for the Prevention of Cruelty to Animals….city officials made “no effort whatsoever” to respond to concerns the group had over a draft of the new agreement. The group took issue with a provision that suggested it supported making Animal Control its own department, when in fact the SPCA wanted it placed under the Police Department.
….Richmond Circuit Judge Richard D. Taylor Jr. said the city of Richmond, which was the lone defendant, was immune from liability because it was performing legitimate functions as a municipal government….claimed the city allowed debris to clog its sewers and retention basins and let a crucial sewer gate rust shut, blocking one outlet for water to escape from the Bottom….city had left its 50 million gallon Shockoe Retention Basin full of water before Gaston hit….city was unable to use its Dock Street pumping station to get water out of the Bottom during Gaston because it had not flood-proofed the building….the city ignored and concealed the impact of changes to its drainpipes and sewers for decades…. timesdispatch.com

Richmond City Councilwoman Ellen F. Robertson is calling on the city’s housing authority to replace playground equipment in Whitcomb Court that was removed this week to the surprise of residents.
RRHA expects to replace the equipment within 30 days, said spokeswoman Osita Iroegbu.
Some members of Richmond City Council stepped up their fundraising during the first half of 2011. All seats are up for election next year.

Work to begin in the next two weeks
WHAT
The Honorable Ellen F. Robertson, Councilwoman, Richmond City Council, Gateway 6th District, today announces a complete streetscape makeover of Columbia Street (from Chesterman Street to Webber Avenue) in Richmond’s Gateway 6th District. Work is to begin in the next two weeks.
This comprehensive cityscape infrastructure makeover will include: construction of new sidewalks; pavement rehabilitation; removal and replacement of selected trees; and, the rehabilitation of the street crossing at Goode’s Creek.
This project, funded in the Richmond City Council FY 2011 Richmond Government Budget, will be performed by city contractors and overseen by the Richmond Department of Public Works.
