The Richmond City Council voted Monday night to establish a separate department for Animal Care and Control and create a director position with a salary of up to $143,263, ending a nearly two-year debate over how the office should be administered….The director position will have a salary range of $90,786 to $143,263. The office is currently managed by Chuck Marchant, who holds the title of operations manager. Marchant is now being paid $58,567 to run Animal Control….

…lapsed agreement between the city and the Richmond Society for the Prevention of Cruelty to Animals….city officials made “no effort whatsoever” to respond to concerns the group had over a draft of the new agreement. The group took issue with a provision that suggested it supported making Animal Control its own department, when in fact the SPCA wanted it placed under the Police Department.

29. Res. No. 2012-R21-39 (Patron: Ms. Newbille) – To approve *** $250.00 from the Council Districts Funds for the Seventh District to make a donation to the East District Family Resource Cenister for three families to attend the *** Date with Dad Dinner and Dance.

30. Res. No. 2012-R22-40 (Patron: Ms. Newbille) – To approve *** $1,000.00 from the Council Districts Funds for the Seventh District to make a donation to Virginia Commonwealth University to support the “Peep This” program ***.

33. Res. No. 2012-R25-43 (Patron: Mr. Hilbert) – To approve *** $500.00 from the Council Districts Funds for the Third District to make a donation to the East District Family Resource Center for the *** Date with Dad Dinner and Dance.

34. Res. No. 2012-R26-44 (Patron: Ms. Newbille) – To approve *** $1,000.00 from the Council Districts Funds for the Seventh District to make a gift to the Robinson Theater Community Arts Center for a ten week session of Adult Zumba classes.

For what it’s worth, the council asked the Richmond Metropolitan Authority to delay its decision on a plan to refinance and restructure its debts on the toll-road system.

The RMA board of directors approved the plan last week, but Councilman Douglas G. Conner Jr. pushed council to vote on its nonbinding resolution anyway.

He should have said “we would be cutting off our nose to spite our face.”

I’ve received a number of calls and emails regarding a recent letter sent to Richmond Residents by the Richmond Office of Finance regarding “delinquent personal property taxes”. First let me state that the tone and tenor of these letters was an unacceptable way for the City Administration to communicate with citizens that it purportedly serves.

The School Board’s most outspoken member, Kim Gray, faces losing her seat to redistricting — but not without a fight.

 

With a vote on the draft plan looming, that might be a tough sell to members of City Council. Councilman Chris Hilbert of the 3rd District says he’s willing to listen to alternative plans, but council would be “retreating from our original criteria if we considered an alternative plan that does not keep communities of interest together.” [Is this true? Ed.]

It was early in the redistricting process when the council settled on the list of criteria with which it would redraw the city’s nine voting districts. Unfortunately for Gray, the council opted not to protect incumbents. “This is the plan that met those criteria,” Hilbert says. [Is it the only plan that can meet those criteria? Ed.]

[Ed. Hilbert apparently did not invite the city's Department of Planning to the meeting. Comprehensive planning is supposed to be done by the planning department and Planning Commission.]

Community input is needed for Economic Development to create a comprehensive plan for Brookland Park Boulevard.
