Dear Mr. Dalal,

Thank you for clarifying your response for me.

Would you please email to me copies of the communications between September 27, 2010, and December 7, 2010, from the City Auditor to the Police Department and/or the Finance Department regarding those departments’ responses to the audit that you sent to them. If there is a charge, let me know the amount first.

Thank you for you help,

-

No sir, I did not mean any of the two conditions you described. I was in the process of consulting the City attorney to determine if the audit without response can be considered completed audit. Since your e-mail I have been assured by the City Administration that we will receive response Monday. In this event, we will publish the report on Monday and will post on our website which you can access at http://www.richmondgov.com/Auditor/reports.aspx#Audit . Please contact me if I can be of further assistance.

Dear Mr. Dalal,

Thank you for replying to my request. I want to be clear about what you wrote. Is it your position that the Virginia Freedom of Information Act does not apply to the City Auditor? Or, is it your position that the Act does not require you to comply with my particular request?

Thank you,

-

Umesh V. Dalal, City Auditor
City of Richmond

Description of document: The towing contract audit that was sent to the Police Department and referenced in your September 27, 2010 email to me: “The audit has been completed and will be posted on our web page as soon as we receive responses from the Police and Finance Departments.  We expect responses in about two weeks.”

We’re told this investigation is the just the tip of the iceberg. A full audit of Parks and Recreation Department will be revealed in the next month.

It would be nice to think the Pine Camp counter represents a sad exception. By now, Richmond residents are justified if they suspect it is really the deplorable rule.

In its investigative reports, the office of the inspector general cited a litany of offenses by two parks maintenance employees, including unauthorized use of a city vehicle; conducting private business during work hours; sleeping on the job; and abuse of overtime.

A big shake up at city hall after an investigation reveals misuse of your tax dollars. That includes the construction of a desk at a cost of $12,000 and it’s not even finished.

How much would you spend on a desk for your office? Would you spend $36,000? That’s how much the Richmond City Auditor says was spent on a desk for the Pine Camp Community Center.

Two investigative reports released yesterday by City Auditor Umesh V. Dalal criticized oversight in the parks department and said the city had spent $36,673 on an unnecessary and still-unfinished project to refurbish a reception counter for the Pine Camp Community Center.
