Richmond’s City Auditor’s Office unveiled a free app Tuesday that will allow anyone with a smartphone to instantly report fraud, waste and abuse of city resources.
Dalal also says the city’s chief administrative officer requires to be informed before any investigation begins, and that any help from police has to be approved by the administration on a case-by-case basis.

No sir, I did not mean any of the two conditions you described. I was in the process of consulting the City attorney to determine if the audit without response can be considered completed audit. Since your e-mail I have been assured by the City Administration that we will receive response Monday. Description of document: The towing contract audit that was sent to the Police Department and referenced in your September 27, 2010 email to me: “The audit has been completed and will be posted on our web page as soon as we receive responses from the Police and Finance Departments. We expect responses in about two weeks.”
We’re told this investigation is the just the tip of the iceberg. A full audit of Parks and Recreation Department will be revealed in the next month.
