Advocates for lower Richmond water and sewer charges have thus far been stonewalled by the city administration in attempts to obtain a consultant’s study that will be central to the utility rates the mayor will propose this month as part of the city budget. Link
City officials had pursued a “soft approach” to collections after launching the utility in 2009, which means there have so far been no consequences for not paying bills.
The city has refused a Richmond Times-Dispatch Freedom of Information Act request to identify the delinquent properties, even though the city has the discretion under the law to release the information.
Some council members had expressed concern that a large part of the money the city is owed might be uncollectable as properties change owners.
“That’s been the least of our issues with regard to this,” Steidel said. Link
More than a year after Richmond found evidence of racial discrimination in its Department of Public Utilities, eight pipefitters have filed suit against the city in federal court, alleging the city has failed to address the issue and prevent retaliation against workers who complained.
