The big lot at 25th/Nine Mile/Fairmount sits empty, going on 5+ years. Sunny Market is empty, Ocean Grocery thrives. A March policy paper by the city’s Economic and Community Development Department identifies the area as one of the most distressed retail areas of the city, with “high levels of physical and social deterioration, and a limited number of businesses that can provide basic goods and services.” styleweekly.com chpn.net
