In April, the General Assembly passed House Bill 1668, creating the Richmond Community Revitalization Fund. Effective July 1, the new law creates a new process to repair “derelict residential property to combat blight, crime and neighborhood decay.”

When Richmond Police picked Union Hill for its monthly walk-through, it wasn’t because of residents’ anti-crime Twitter campaign, Deputy Chief Eric English says.

Though the department keeps tabs on the neighborhood’s online reporting, he says Monday’s door-to-door campaign stemmed from statistics that show a recent increase in property crimes such as stolen cars, larcenies and vagrancies. “We want to make sure we support the community,” English says.

Fulton Hill Properties is planning the 33-unit development on a bluff at the end of East Broad and Marshall streets, despite objections from neighbors and the city’s Commission of Architectural Review. Carson owns property in Church Hill.

The City Council’s 8-0 vote overturned a decision by the commission, which had determined that the project’s plans were incompatible with the Chimborazo Park Old and Historic District.
