In interviews just a week ago, Samuels talked of a broad consensus among business leaders for a new, smaller district that largely focuses on the area that currently participates in the First Fridays Art Walk, a signature event that has helped define the current perception of downtown as friendly to art galleries and creative businesses.

But even before Samuels introduced his paper, a number of business leaders on and near Broad Street in the area were privately voicing their frustration with his initiative, which many see as undermining the efforts of the city administration under Mayor Jones.
